Pre-Notification on Hosting the Hainan Tourism Diving Development Conference & Marine Economy Construction Seminar by CDSA
To All Members and Industry Colleagues,
In line with advancing the development of cultural, tourism, and marine sectors, and supporting the Hainan Free Trade Port, this conference aims to promote the excellent culture of tourism diving in China, enhance the quality and safety standards of tourism diving services, support the high-quality development of the tourism diving industry in Hainan, and elevate the profile of China's tourism diving. The China Diving and Salvage Association (CDSA) plans to host the "Hainan Tourism Diving Development Conference & Marine Economy Construction Seminar" in Hainan Province in mid-May 2026. All members and divers are enthusiastically invited to participate. Relevant preliminary details are as follows:
I. Conference Theme and Objectives
(I) Theme
Enjoying the Free Trade Blue Bay · Diving & Inheriting Cultural Roots —— Forging a New Model of China's Diving Tourism Industry
(II) Objectives
1. Establish a platform for exchange among government, industry, academia, research, and users to facilitate resource matching and cooperation;
2. Build an outstanding cultural brand for Hainan tourism diving and forge the reputation of "China's Premier Tourism Diving Destination";
3. Promote the implementation of China's tourism diving system, enhancing its voice in the international industry;
4. Introduce industry-standard models to improve the service and safety standards of tourism diving in Hainan and across the country;
5. Explore integrated pathways for "Tourism Diving + Culture + Ecology + Technology" to support the development of ecological tourism in the Hainan Free Trade Port;
6. Provide intellectual support for the future development of Hainan's marine economy
II. Time and Venue
(I) Date
• Registration: May 11, 2026
• Conference: May 12-14, 2026 (3 days total, including 2 days of sessions/seminars + 1 day of field visits)
(II) Venue
Sanya City, Hainan Province (Specific venue to be announced separately).
III. Participants (Invitees Include)
(I) Relevant officials;
(II) Representatives from international tourism organizations and tourism attaches from relevant countries stationed in China;
(III) Renowned domestic experts, scholars, and senior executives from the tourism industry;
(IV) Representatives from international diving organizations, and domestic and international diving equipment manufacturers;
(V) Representatives from travel service agencies (both offline and online);
(VI) Heads of tourism and diving departments from domestic universities, along with tourism and diving faculty members;
(VII) Journalists from central and industry media outlets, as well as from local integrated media centers in Hainan and Sanya.
IV. Agenda and Content
Conference Sessions: Focus on advancing the development of tourism diving in China, activities will cover cultural development, ecological protection, system standardization, investment promotion, and business exchange/cooperation.
Concurrent events will include:
Øthe May 12th Diver's Day celebration
Øa Diving Technology Exhibition
Øthe Marine Economy Construction Seminar
Field Visits: Organize visits to tourism diving enterprises in Sanya to observe demonstrations of service standards, followed by an unveiling ceremony for Tourism Diving Demonstration Bases.
Outcomes Release: Release of innovative tourism diving-related products and documents promoting industry development, along with the signing of relevant strategic cooperation agreements.
V. Organizing Structure
(I) Host: China Diving and Salvage Association
(II) Organizers: CDSA Tourism Diving Branch; CDSA Public Safety and Emergency Rescue Branch.
(III) Co-organizers: TBC.
(IV) Sponsors: Organizations willing to provide sponsorship for this event.
VI. Important Notes
Diving businesses are cordially invited to participate in this event. Please note that there is no registration fee for attendees; however, individuals will be responsible for their own travel and accommodation expenses. Kindly submit the completed participation registration form (Attachment 1) to llb@cdsca.org.cn by April 15.

(III) Tourism diving enterprises, equipment manufacturers, and tourism companies are welcome to register for exhibition participation.
