The First CDSA’s DP Certificate Issued in Shanghai

The first batch of 49 trainees who have completed the training on Dynamic Positioning (DP) were awarded certificates by China Diving and Salvage Association (CDSA) at a ceremony held on December 11 in Shanghai, signifying a breakthrough introduction of the systematic DP training and certification that used to be dominated by international institutions in China.

The training was initiated by CDSA on May 24 at Shanghai CSSC Ship Management Co., Ltd. and Shanghai Huayang Maritime Tech Co., Ltd. , which are verified and authorized by CDSA as qualified DP training institutions. A total of eight training programmes on Dynamic Positioning Operation (DPO) and Dynamic Positioning Maintenance (DPM) for operators and instructors have been organized since launched in May. The trainees are required to complete altogether 60 DP days of theoretical study and onboard practice before taking the examination to determine their qualification.

“The success of DP training and relevant certification marks the groundbreaking beginning of DP training system developed with self intellectual property rights,“ said CDSA president Song Jiahui. “It is of milestone importance in China’s diving, salvage and offshore engineering sector as the sole dependence on DP training and certification by foreign institutions in China will no longer exist.”

Dynamic Positioning is an advanced system that enables the control of the position and heading of a vessel by maintaining a fixed position or for track keeping. It is a core technique widely used in diving, salvage, offshore engineering, offshore drilling, wind farm, dredging, positioning of various vessels (platform supply vessels, well support vessels, diving support vessels, pipe-laying vessels, shuttle tankers and administrative vessels).

According to Song, China has grown into the world’s largest emerging market for DP due to its economic development and the implementation of ocean-oriented strategy. However, relevant DP training and certification remained lagged far behind as Chinese companies had to swarm for training and certification by foreign institutions, which is comparatively  costly with slow and complicated process.

The development of CDSA’s DP training and certification system kicked off in the end of 2022, when a propel team tasked for thorough research and preparation for DP training was set up in Shanghai. CDSA’s DP training and certification was officially introduced to the market with the“CDSA Regulation on the Training Management of Dynamic Positioning Operators for Vessels and Offshore Facilities”issued in the end of March 2023. “The market dominance by foreign institutions will be bygone,” said Song.

The ceremony was organized by CDSA with Shanghai Huayang as the host organization. Over 40 representatives from China Waterborne Transport Research Institute of the Ministry of Transport, East China Sea Bureau of the Ministry of Natural Resource, Shanghai Maritime Safety Administration, Shanghai Salvage of the Ministry of Transport, Donghai Rescue Bureau of the Ministry of Transport, Shanghai Bureau of the State Oceanic Administration, East Sea Bureau of China Coast Guard, Commission Office of Shanghai Combined Port, China National Offshore Oil Corporation, China State Shipbuilding Corporation, Shanghai Arbitration Commission, CCCC Shanghai Waterway Bureau, CCCC Third Harbor Engineering Co., Ltd., Shanghai Zhenhua Heavy Industries Co., Ltd., Shanghai International Shipping Center Development Promotion Association, Shanghai Maritime University and Dalian Maritime University were also present.
