What We Do
Our mission
To build the China Diving and Salvage Association into a first-class national social organization in accordance with the requirements of modernization, internationalization and standardization, to develop side by side and in cooperation with major international maritime-related organizations, and to make important contributions to the national marine development and the strategy of building China into a strong maritime country.
Two Visions
To commit to promoting the all-round development of the diving and salvage industry to adapt to the needs of national economic and social development, to play an active and effective role in the overall national strategy of building a strong maritime country, and to firmly uphold the development philosophy that “Achievements lead to status, and status enables greater achievements”.
To enable all members to share and benefit from the continuous development and progress of the Association in the process of jointly participating in and promoting the reform and development of the diving and salvage industry, and to further strengthen the awareness of “Standing together through thick and thin, complementing each other, developing the industry and bringing honor to the country”.
Three Values
1. Serve the Nation
To give full play to the self-regulatory role of the industry organization in the process of the national strategy of building a strong maritime country, and to provide industrial safety rules, technical standards and professional technical support for diving and salvage in marine development and underwater engineering construction.
To directly participate in, assist and support member units in undertaking major national and industrial research projects and technological development programs; to directly participate in and support member units in actively taking part in rescue operations for major natural disasters and maritime accidents, and provide professional technical support and consulting services.
2. Serve the Industry
To study the development prospects and cutting-edge technologies of the diving and salvage industry at home and abroad, guide the sound development of the industry and realize sustainable development.
To study the development trend of the industry’s production capacity, guide the rational allocation of industrial resources, and put forward timely guiding opinions and suggestions to ensure the healthy development of the offshore engineering, diving and salvage markets.
To attach importance to and promote scientific and technological progress and R&D in the industry, and realize innovation-driven development of industrial technologies.
To strengthen and improve the qualification management of diving operation institutions and salvage units, accelerate the establishment of a safety and quality certification system, and implement scientific management.
To vigorously promote the development of the diver workforce, actively call for stronger occupational health and safety protection for divers, encourage and guide the unified and standardized management of all kinds of diving practitioners in society, improve the operation qualifications and training standards applicable to various divers, and enhance the quality of professional training for underwater operators.
3. Serve the Members
To formulate and improve industrial regulations and strengthen self-discipline, so as to create a market atmosphere for the diving and salvage industry that features both fair competition and trustworthy cooperation for members and the whole industry.
To seek and expand market opportunities for members based on an accurate grasp of member conditions and market information, and help member units in difficulty to revitalize and circulate idle vessels and production equipment among the market and members in an appropriate manner.
To help members solve difficulties encountered in operation and work, mediate misunderstandings and disputes among members, encourage and guide member enterprises and individuals to operate in accordance with the law and pursue sound development, and consciously accept law enforcement supervision and administrative management of relevant state authorities.
To give full play to the role of the Association’s expert pool, actively provide legal aid and technical support for member units, strive to build the Association into a platform for information exchange, resource sharing, mutual learning and cooperation among members, and a harmonious big family featuring communication, interaction, mutual understanding and support.
To attach importance to the external cooperation of the Association and its members, organize and coordinate member units to actively carry out international exchanges and cooperation, and explore the international market. Adhere to the principles of voluntary membership and free withdrawal, strengthen member management in accordance with the Measures for Member Management, and implement a reward, punishment and withdrawal mechanism.
