Mr. Liu Yufei

Member of the Party Committee, Deputy General Manager of Huadian Engineering Co., Ltd. and concurrently General Manager of Marine Engineering Business Division

Mr. Liu Yufei is currently a Member of the Party Committee, Deputy General Manager of Huadian Engineering Co., Ltd. and General Manager of Marine Engineering Business Division, and a Professor-level Senior Engineer.

He has long been dedicated to the offshore wind power and offshore engineering sectors, with extensive practical experience in offshore project planning, offshore construction organization, underwater engineering execution, as well as safety and risk management for offshore operations.

Over the years, he has led the construction of multiple large-scale EPC offshore wind power projects in China. He has been deeply involved in the management of key activities including offshore foundation construction, submarine cable laying, underwater inspection and offshore emergency support. Working amid complex marine conditions, he has promoted the application of offshore engineering technologies and the development of engineering safety systems, and continuously explored integrated solutions for offshore new energy projects and underwater operations. Projects under his charge won the China National Quality Engineering Gold Award, the first of its kind for domestic wind power works. Research achievements he participated in have been honoured with the First Prize of the State Science and Technology Progress Award.

Mr. Liu also actively engages in technical exchanges within the offshore engineering industry. He keeps close attention to technological innovation and the development of industrial codes in diving & salvage and offshore engineering equipment.

Title of the Speech: Serving the Maritime Power Strategy, Pooling Strength for High-Quality Integrated Industrial Development

Abstract: Under the theme of "Serving the Maritime Power Strategy, Pooling Strength for High-Quality Integrated Industrial Development".

This speech, rooted in frontline practices of offshore wind power engineering and construction, systematically reviews the evolution trends of China’s marine energy industry in terms of deep-sea and far-sea expansion, integrated development, and whole-life-cycle management. It comprehensively summarizes the supporting value of diving & salvage technologies across all scenarios of marine energy development—including construction, operation, maintenance and repair, and emergency response—and conducts an in-depth analysis of existing gaps in industrial collaboration from four dimensions: capacity supply, standard alignment, supply-demand matching, and safety bottom-line guarantee.

The speech proposes that the marine energy industry and the diving & salvage industry shall deepen two-way empowerment and build a collaborative development pattern covering four dimensions: joint technological research and breakthroughs, unification of standard systems, industrial ecological integration, and emergency system linkage. The two industries will work together to foster an industrial ecosystem with complementary strengths and mutual benefits, jointly advance the implementation of the Maritime Power Strategy, and facilitate the high-quality development of China’s marine economy.

Mr. Shi Lu

Director, Institute of Environmental Physiology and Medicine, Institute of Marine & Underwater Engineering Science, Shanghai Jiao Tong University; Director, Diving Training Center of Shanghai Jiao Tong University

Dr. Shi Lu earned his doctorate from Chiba University, Japan. He returned to China full‑time as an overseas‑recruited talent in 2011. He serves as a member of the Military Man‑Machine Ergonomics Standardization Technical Committee, member of the MSA Salvage & Underwater Engineering Standardization Technical Committee, and expert panel member for the 2nd‑batch selection & training of submersible pilots for deep‑sea manned submersibles. He holds positions including standing committee member of the Chinese Society of Maritime Medicine, Vice‑Chairman of its Diving Medicine Committee, Standing Committee Member & Secretary‑General of Asia‑Pacific Diving and Hyperbaric Medical Society. He is also the Outstanding‑Contribution Expert for the 15th Anniversary of CDSA, member of its Think‑tank Expert Committee and convener of the Occupational Health & Medical Support Group. His research focuses on diving medicine, special‑environment physiology and human‑machine ergonomics. Since returning to China, he has led 21 national and provincial‑ministerial research projects. As first or corresponding author, he has published over 100 journal and conference papers and edited 3 textbooks. As a key contributor, he participated in the *Fendouzhe Full‑Ocean‑Depth Manned Submersible* project, which won the Special‑Class Award of the 2025 State Science and Technology Progress Award.

Title of Speech: Application of Human‑Factors Engineering in the Design of Marine and Diving Equipment

Abstract: In recent years, alongside social progress and rapid industrial growth, especially with the implementation of the Maritime Power Strategy, human‑factors engineering — an interdisciplinary subject integrating physiology, psychology, anthropometry, biomechanics, computer science and system science — has been widely applied in the design of China’s manned submersibles and other diving equipment. The ultimate goal of establishing an evaluation indicator system for human‑machine interfaces is to guide interface design, realizing both “machines adapting to humans” and “humans adapting to machines”. To achieve these two objectives, human‑centered assessment shall be conducted within the human‑machine system.
