CDSA Hosts Fishery Diving Coach and Examiner Training Workshop in Dalian

8 September, Dalian-To further enhance the professional competence, teaching proficiency and safety risk management capabilities of fishery diving coaches and examiners, standardize and professionalize fishery diving training systems, and bolster the high-quality development of modern marine aquaculture, the China Diving and Salvage Association (CDSA) launched a training workshop for fishery diving coaches and examiners on September 8, 2026, at Dalian Maritime University.

The opening ceremony was addressed by Cui Shiyong, Deputy Secretary-General of CDSA, with a welcome speech delivered by Yu Lisha, Secretary of the Party Committee of the College of Naval Architecture and Ocean Engineering, Dalian Maritime University. Yu Kaixun, Deputy Director of CDSA’s Training Department, presided over the event. A total of 26 senior instructors and industry practitioners engaged in fishery diving from Liaoning, Shandong, Hebei, Zhejiang, Xinjiang and other regions across China participated in the training program.

During the opening session, Deputy Secretary-General Cui Shiyong emphasized that professional fishery divers constitute an indispensable talent foundation for the sustainable development of modern marine aquaculture industry. He reviewed the CDSA’s long-term efforts in fishery diving safety promotion and standardized training. Since 2011, CDSA has organized popular science and safety promotion activities for coastal fishermen through member institutions. In 2020, the first national fishery diving training course was inaugurated in Changdao, Shandong Province. In 2022, CDSA officially released three group standards for fishery diver training, filling the gap of industry self-regulation in China’s fishery diving sector and setting a benchmark for safe and standardized fishery diving operations.

Aligned with the people-centered development philosophy and in response to the practical demands of the national fishery diving training market, CDSA designed this workshop to upgrade training and assessment criteria, optimize the industry self-regulation system, and cultivate a standardized professional teaching team. The initiative serves as a vital public welfare and safety governance project that safeguards the life safety of fishery divers and drives sound industrial development.

Cui Shiyong delivered the first lecture of the workshop, elaborating on CDSA’s institutional profile, core positioning, service philosophy and development goals in the administration and service of fishery diving training. He systematically interpreted the professional quality and competency requirements for certified coaches and examiners, and led in-depth discussions on the construction of the fishery diving training and assessment self-regulation system as well as the revision of relevant industrial group standards.

He pointed out that the self-regulation specifications and supporting group standards formulated by CDSA will unify institutional construction, teacher management, training curricula and assessment criteria for fishery diving training nationwide. The new system aims to rectify irregular and informal training practices that have long plagued the industry, eliminate the adverse market phenomenon of inferior practices displacing high-standard professional training, and provide full-cycle standardized management and service for legitimate training institutions, coaches and examiners. All CDSA-issued fishery diving certificates are nationally recognized, verifiable online and legally valid to protect practitioners’ legitimate rights and interests.

Deputy Secretary-General Cui stressed that coaches and examiners act as the primary mentors and gatekeepers for fishery diving practitioners, undertaking the core responsibility of maintaining the professionalism, authority and credibility of the CDSA’s fishery diving training system. They must uphold the bottom line of safeguarding divers’ life safety, fulfill their occupational duties in industrial safety production, and adhere to the professional ethics of standardized teaching and talent cultivation.

Integrating abundant real-world diving accident cases, Cui’s lecture was highly targeted and practical, closely fitting industrial development rules and resonating deeply with all participants.

In the afternoon session, two professional diving technical experts with retired naval diving backgrounds gave special lectures covering fishery diving risk prevention, common occupational disease protection, and systematic theoretical knowledge of fishery diving assessment question banks. All participants cherished the training opportunity, demonstrating a positive academic atmosphere with active in-class discussion and in-depth off-class professional exchanges.

The subsequent two-day training program adopts a dual theoretical and practical teaching model that simultaneously improves participants’ teaching and assessment capabilities. The curriculum covers core modules including policy and standard interpretation, safety risk prevention and control, teaching competency improvement, assessment practice, first-aid operation and diving equipment maintenance. Diversified teaching methods such as case analysis, simulated teaching, practical drills and comprehensive evaluation are fully adopted.

Upon completion of the workshop, the newly trained cohort of coaches and examiners will form a professional backbone team proficient in industrial standards, standardized teaching, rigorous assessment and safety management. The team will play a pivotal role in promoting standardized, safe and high-quality development of China’s fishery diving industry.
